Concept Note :-


Family Homes for Children Effected by / Suffering from
HIV / AIDS

Location :- Catembe, Maputo Province



1. Targets:-

a) To provide family home environment for children orphaned by AIDS and children with HIV / AIDS
b) To provide community care and education re: HIV / AIDS
c) To provide education opportunities for disadvantaged children
d) To uplift life opportunities for community and underprivileged children
e) To provide income generation scheme to help sustain centre (s)
f) To provide training opportunities and job experience opportunities for disadvantaged
g) To provide employment and uplift communities from poverty to self sustainability

2. Targets Achieved By :-

A. To provide family home environment for children orphaned by AIDS and children with HIV / AIDS

Centre to have 5 houses (initially)
Each house to accommodate 12 children, 2 parents, 2 grandparents
Each house to have 5 bedrooms, 3 for children, one each for parents and grandparents
Other facilities to include study room, family room, toilets (see below re centre shared facilities)

2.1.1 Philosophy :-

Children would be accommodated within secure family environment, having parental control and grandparent guidance
Close proximity of other family houses would foster social skills
Provision of school facilities etc (shared by general community) would encourage learning skills

To provide community care and education re HIV / AIDS

Facilities within the centre would be utilised to foster HIV / AIDS education
Centre would act as a community focal point for HIV / AIDS prevention / care classes etc. and adult training re home care

2.2.1 Philosophy

HIV / AIDS prevention training is best performed within community
HIV / AIDS education is best directed towards youth, i.e. to impart knowledge before the youth are subjected to unsafe sexual practices
Responsibility for family / community response to HIV / AIDS problem lies within the family / community itself
Responsibility for home care of those with HIV / AIDS lies with the family and community.
Home care practices (re HIV / AIDS) will reduce the growing burden of state health institutions to provide such care

A. To provide education opportunities for disadvantaged children
Centre to include kindergarten & primary school facilities

1. Philosophy

Education is a vital ingredient towards ensuring a socially acceptable, satisfying and productive life for children
Mozambique lags behind many nations with regard to providing educational opportunities for the underprivileged
Education facilities will create a purposeful and long term view with regard to future empowerment for girls

A. To uplift life opportunities for community and underprivileged children
General use centre facilities (i.e. kindergarten, primary school, bakery, sports area, craft training, sewing centre, community centre, garden area, three rooms for visiting volunteer helpers) will be available for use by local community

The community in general should be able to take advantage of centre facilities
General use will promote community spirit and acceptance of social responsibility
Facilities will provide community and social communication / networking

A. To provide income generation scheme to help sustain centre

The centre will incorporate :-
• kindergarten,
• primary school,
bakery,
• sports area,
• craft training,
• sewing centre,
• community centre,
• garden area,
• volunteer rooms.

All these facilities will be used to generate income for the maintenance, upkeep and staff salaries

The centre needs to be self financing and sustainable as far as possible
The basic philosophy that self help is vital for community growth will be apparent

A. To provide training opportunities and job experience opportunities for disadvantaged

The income generating facilities at the centre will provide skills training in the various income generating areas

1. Philosophy

The centre will be seen as an important facet to community welfare
It is important to provide the means whereby the unemployed can be given the opportunity to train for an economically productive life in order to take care of themselves and their family
The basic philosophy that self help is vital for community growth will be apparent
Creation of ongoing local training will ensure community support and responsibility to the centres efficient management and operation

A. To provide employment

The centres income generating facilities will provide local people with employment opportunities

The centre will be seen as an important facet to community welfare
The basic philosophy that self help is vital for community growth will be apparent
Creation of ongoing local employment will ensure community support and responsibility to the centres efficient management and operation

3. Programme and Centre Management

A separate home adjoining the centre will be required to house centre management / project control staff / rooms for volunteer helpers.

4. Programme Time Frame

It is considered that the programme detailed above will require a time frame of 3 years.

Year 1 - Building of main housing requirements and centre facilities
Year 2 - Building / creation of income generation scheme requirements / school & kindergarten
Year 3 - Consolidation of centre facilities / services etc.

At the end of year 3, a full report and analysis will be made available detailing the entire process of centre development and impact on community

5. Outreach
The programme will "reach out" into other Catembe communities, where similar but smaller centres will be constructed (dependent on need).
